AGILE DEFENSE MANAGEMENT: INOVASI MANAJEMEN PERTAHANAN DALAM MENGHADAPI PERUBAHAN LINGKUNGAN STRATEGIS

Abstract

Rapidly evolving strategic environments have presented new challenges for defense management. Security threats are no longer limited to conventional military threats; they have evolved into multidimensional challenges encompassing cyber threats, disinformation, hybrid conflict, technological disruptions, geopolitical shifts, and risks to economic and social resilience. These conditions demand that defense organizations possess capabilities that are faster to adapt, flexible, collaborative, and information driven. This study aims to analyze the concept of Agile Defense Management as an innovative approach to addressing changes in the strategic environment. A qualitative approach was employed, utilizing a literature review to analyze scholarly works and policy documents relevant to agile management, organizational innovation, digital transformation, and defense. The findings indicate that Agile Defense Management can be developed through five key capabilities: strategic adaptability, rapid decision-making, digital integration, cross-functional collaboration, and continuous learning. This approach enables defense organizations to enhance their ability to detect changes, respond swiftly to threats, integrate information, and continuously adjust strategies. Implementing Agile Defense Management requires support in the form of adaptive leadership, competent human resources, digital technology, data governance, and an organizational culture open to innovation. Thus, Agile Defense Management represents more than just the application of agile methods within defense organizations; it signifies a paradigm shift in defense management moving from a hierarchical and reactive approach toward an organization that is adaptive, responsive, collaborative, and anticipation-oriented.
